The uniform controlled substances act includes a provision for the "ultimate user", ostensibly to provide a loophole for an otherwise blatently unconstitutional infringement of personal liberties.

Washington Session Law (WSL) as enacted in the process name of "State of Washington" reads (in pertinent part):

RCW 69.50.410   Prohibited acts: D -- Penalties.
1) Except as authorized by this chapter it shall be unlawful for any person to sell for profit any controlled substance or counterfeit substance classified in Schedule I, RCW 69.50.204, except leaves and flowering tops of marihuana.

RCW 69.50.302   Registration requirements.
(c)  The following persons need not register and may lawfully possess controlled substances under this chapter:
(3)  an ultimate user  or ... (emphasis added)
